Beijing has deployed its maritime law enforcement into the waters of the Diaoyu islands and military drones past outlying Japanese territory as China ramps up strains following the Japan's leader's comments regarding Taiwan.

Rights Enforcement Activities

This past Sunday, the China's maritime patrol announced that its vessels conducted a “lawful patrol operation” through the territorial seas of the Diaoyu islands, which are under the control of Japan but also claimed by China.

“China coast guard vessel 1307 formation conducted patrols within the maritime jurisdiction of the Senkaku islands. This was a legitimate rights enforcement activity conducted by the Chinese maritime authorities to uphold its rights and interests,” the statement said.

Bilateral Tensions

China and Japan have repeatedly faced off around the islands but the recent developments occur during an intensifying diplomatic spat after the Japanese prime minister, Sanae Takaichi, told parliament that if China attack the self-governing island of Taiwan it might provoke a military response from Tokyo.

That provoked a furious reaction from Beijing, which has indicated it demands a retraction from Takaichi.

Taiwan's Position

Beijing asserts Taiwan as its sovereign land and plans to incorporate it under what it describes as “reunification”. It has left open the use of force. Taiwan’s government and people categorically refuse the idea of Beijing's control – choosing to preserve the current situation without formally announcing independence, but vowing to defend themselves if required.

An attack or invasion by Beijing would risk escalating into a international confrontation, possibly drawing in the US and other partner nations including Tokyo, which has land just 68 miles from the island.

Defense Operations

In Taiwan, the defence ministry reported this weekend that it had observed three dozen PLA planes, seven navy ships and one “official” ship, which was probably the maritime patrol, active near the island over the past 24 hours.

Official charts released showed up to three drones flying between the island and the Japan's territory off its northeastern shoreline, appearing to go unusually near to Yonaguni. PLA movements there are occasional, but infrequent, and Beijing's defense operations in the island's ADIZ generally has been minimal in recent weeks.

Late on Saturday, the defense officials said China had been carrying out another “combined military exercise” to “test our defensive capabilities”. It noted Taiwan had dispatched military assets to monitor the situation. The island reports such Chinese patrols a couple of times a month as part of what Taipei says is an ongoing military pressure campaign.

Political Strain

Japan has been experiencing increased strain from China since Takaichi made her comments, with Beijing's diplomatic representative in Osaka prompting a formal protest from Japan by commenting that “the dirty head that sticks itself out must be cut off”.

China then called in Japan's diplomat for the first occasion since 2023, and China’s defence ministry declared that any Tokyo's involvement would be certain to collapse.

Travel and Education Advisory

Late last week, Beijing cautioned its citizens against travelling to Japan, prompting Tokyo to urge Beijing to take “suitable actions”, though it did not elaborate.

Multiple carriers from China said on Saturday that flights to Tokyo could be cancelled without penalty.

Adding to the tensions, Beijing's administration on the weekend urged its citizens to “carefully reconsider” studying in Japan, citing what it characterized as an unstable security environment.

Although not an outright prohibition, a dramatic reduction in the population of learners from China could have a detrimental effect on Japanese universities. A record 336,708 foreign nationals were studying in Japan last year, according to education statistics. They featured over 123,000 learners from China – by far the single biggest group.

Media Response

Late on Saturday, a official press commentary charged the Japanese official with performing a diplomatic maneuver that was “not just dangerously provocative but fundamentally perverse”.

“A conflict between Japan and China would not be a limited skirmish; it would likely draw in other nations, including the US, and could quickly spiral into a large-scale conflict with unimaginable consequences.”

Policy Standpoints

The administration in Taipei says only its people can decide its future. Officials in Tokyo have previously avoided discussing the island openly when addressing potential conflicts, maintaining a “strategic ambiguity” also preferred by Japan's primary defense partner, the US.

Nevertheless, China’s ruling Communist party says the unification of Taiwan with the People’s Republic of China is “inevitable”, and portrays dissent as provocative. As it moves towards being capable of military annexation, Beijing has also been escalating its non-military activity and its rhetoric towards Taiwan.
